The Chief of Naval Operations (CNO) aims to provide every shipboard Sailor at the E1-E4 level, who has fewer than four years of service, with a dedicated room ashore while in port. However, this goal faces significant challenges due to limited resources. Traditional funding avenues are insufficient for constructing enough rooms in a timely manner.

To address this issue, the Navy is utilizing the Private/Public Venture (PPV) program, which is authorized by Congress. This program enables the Navy to enter into legal agreements with private companies, allowing for a rapid response to housing demands. The PPV approach is the most efficient way to ensure that all eligible shipboard Sailors have access to high-quality accommodations.

A Public/Private Venture (PPV) is a formal legal partnership between the Navy and a private company. In the case of bachelor housing, both parties sign an agreement that allows the private company to take ownership of certain Navy facilities. Military residents pay rent to the private company, which is set at the higher rate of the partial Basic Allowance for Housing (BAH). The private company serves as the landlord, managing the property, performing maintenance, providing amenities, and making renovations to ensure quality apartments.

The PPV is a private housing and a lease is required as is the case when renting in the private sector. A private company will own the PPV housing, so a legal document is necessary. This document will protect both the owner and the member by clearly defining the terms of their agreement. Although the Navy has a role in the management of PPV housing, the private company is the legal owner of the facilities. This arrangement is similar to renting from an individual or a company in the private sector.

Initial lease terms for all military residents will be for six months. After the expiration of the initial lease term, leases will automatically renew on a month-to-month basis for residents.

The short answer is no; there will not be any out-of-pocket fees due at the time of lease signing. Additionally, HomePort Hampton Roads will not charge an application processing fee. However, if you decide not to set up an allotment, you will need to pay a security deposit equal to one month's rent, along with your first month's rent.

You will sign a lease with HomePort Hampton Roads, which is the private entity.

HomePort Hampton Roads will not penalize service members who terminate their lease early due to Permanent Change of Station (PCS) or deployment orders. However, if a lease is terminated for reasons not covered by the standard military clause, you may be responsible for an early termination fee, which will not exceed one month's rent.

Yes, military members E1 through E3 and E4 with fewer than 4 years of service residing in PPV Housing will collect the higher rate of the partial Basic Allowance for Housing (BAH). The Navy will notify PSD to activate your BAH. You will be responsible for making the monthly payments, preferably by authorizing an allotment.

Fort Knox National Company Military Assistance Company LLC (MAC) is the world’s largest processor of automatic payroll deductions for military personnel and federal civil service employees. MAC will monitor military personnel allotments to help service members manage their payments seamlessly. Their system allows military members to automatically budget their payments, ensuring they are never late or forgotten.

It's important to note that military transfers, temporary maneuvers, and reenlistments may affect these payments. MAC guarantees that payments will be deducted directly from the service member’s paycheck in full and delivered on the first working day of each month.

If you choose not to set up an allotment, you will be required to pay a security deposit equal to one month’s rent.

If an allotment is delayed, we will not penalize the service member for reasons beyond their control. HomePort Hampton Roads will assist the service member in resolving the issue or refer them to the appropriate party.

HomePort Hampton Roads staff will inspect your apartment to ensure it is clean and undamaged before you vacate. If any damages are found, you will be responsible for the applicable charges.

Your Unaccompanied Housing Office at Naval Station will oversee HomePort Hampton Roads. Residents can also complete the annual resident satisfaction survey to share feedback with the organization.

Residents are highly encouraged to complete a Resident Roommate Agreement form. We encourage residents to address most concerns by using this form to communicate with each other. If an agreement cannot be reached, HomePort Hampton Roads will step in to help both residents find a resolution. If the issue remains unresolved at that stage, the Navy Unaccompanied Housing Office liaison will be available to mediate.
